In the spring of 1942, Reserve Police Battalion 101 arrived in occupied Poland. These were not SS officers. They were middle-aged German men -- policemen, many of them, not soldiers -- who had been considered too old for the regular army. They were ordinary men with wives and children and civilian lives.

On July 13, 1942, their commander, Major Wilhelm Trapp, addressed them before their first major operation: the roundup and killing of the Jewish residents of the Polish village of Jozefow. He told them what was about to happen. Then, visibly distressed himself, he offered the older men the option to step aside.

Out of 500 men, fewer than 12 stepped aside.

The rest participated in the murder of approximately 1,500 Jewish men, women, and children that day -- the beginning of a campaign in which the battalion would kill approximately 83,000 people and deport another 45,000 to the Treblinka death camp.

The Milgram Experiments: Obedience and Its Limits

He recruited participants from the general New Haven, Connecticut public through newspaper advertisements -- professionals, factory workers, college graduates, people with no connection to psychology. He brought them into a laboratory and told them they were studying the effects of punishment on learning. Another participant (actually a confederate, an actor named James McDonough) was strapped to a chair in an adjacent room and connected to an apparent shock generator. The real participant, the "teacher," administered shocks of increasing severity for wrong answers, moving through a scale from "Slight Shock" at 15 volts to "Danger: Severe Shock" and "XXX" at 450 volts.

The confederate's responses were pre-recorded. At 150 volts, he demanded to be released. At 300 volts, he refused to answer and screamed. After 330 volts, silence.

Before running the study, Milgram asked 40 psychiatrists at Yale to predict how many participants would administer the maximum shock. They estimated about 1-2% -- the sadistic fringe.

The result: 65% of participants administered the maximum 450-volt shock.

This was not because they enjoyed it. Most showed visible distress -- sweating, trembling, laughing nervously, protesting. And they continued anyway, because the experimenter in a grey lab coat said calmly, "The experiment requires that you continue."

What Determined Whether They Stopped

Milgram ran over 20 variations of the experiment between 1961 and 1963 to understand the situational factors that modulated obedience:

Proximity to the victim: In the standard version (voice only through a wall), 65% complied to the maximum. Christopher Browning's Ordinary Men

Milgram's laboratory results had a devastating real-world parallel in the history of Reserve Police Battalion 101, which Browning analyzed using court testimony, interrogation records, and interviews conducted with surviving members in the 1960s.

When Major Trapp offered his men the choice to step aside, the option was genuine: those who did so faced no consequences. Browning confirmed this through the postwar records -- no member of the battalion was punished for declining to participate. Fewer than 12 out of 500 did so.

Browning's analysis identified several explanatory factors, none of which involved extraordinary evil:

Conformity and not wanting to stand out. The men who stepped aside had to publicly separate themselves from their peers -- to visibly identify themselves as different, as refusing. Solomon Asch's conformity experiments (1951) had shown that even in trivial judgments (comparing line lengths), approximately 75% of participants conformed to a clearly incorrect group judgment at least once. The pressure to conform in a situation involving group identity, military authority, and the judgment of men you would live and work with for months was incomparably stronger.

Incremental escalation. The killings did not begin with the worst atrocities. They began with roundups, with guarding, with tasks that felt less directly murderous. By the time the worst was happening, participants had already crossed enough intermediate thresholds that the final step felt smaller. Dehumanization through propaganda and exposure. Social environment normalization. Within the unit, killing had become normal. Peers were doing it; commanders ordered it; the institutional environment had normalized what would have been monstrous in any other context. Social psychologist Muzafer Sherif's work on norm formation (1936) demonstrated that people rapidly internalize group norms, even arbitrary ones -- and once internalized, those norms feel natural rather than imposed.

Browning was careful not to exonerate the men of the battalion. He described what they did as morally inexcusable regardless of the situational factors. His point was different: understanding the situational factors is necessary for preventing future atrocities. "I am in no way trying to explain away the horror of what they did," he wrote, "but trying to understand how it was possible."


The Stanford Prison Experiment: Myth and Reality

Philip Zimbardo's 1971 Stanford Prison Experiment is among the most cited studies in psychology -- and among the most substantially revised by subsequent scrutiny. Darley and Batson concluded: "A person not in a hurry may stop and offer help to a person in distress. A person in a hurry is likely to keep going. Ironically, he is likely to keep going even if he is hurrying to speak on the parable of the Good Samaritan."


Person vs. Situation: The Real Answer

The person-situation debate, which consumed social psychology for decades, ultimately asked the wrong question. The answer is not "person" or "situation" -- it is both, in interaction.

Pre-commitment Strategies

Milgram found compliance was highest when participants committed step-by-step, without ever facing a single large moral choice. The shocks increased in 15-volt increments -- each step barely distinguishable from the last. The mechanisms documented by Milgram, Bandura, Browning, and others are not historical curiosities. They operate in contemporary organizational life, political movements, and digital environments. Social media platforms create conditions for moral disengagement at scale: dehumanization of outgroups is algorithmically amplified, diffusion of responsibility is endemic to crowd behavior, and euphemistic framing spreads virally. Corporate scandals from Enron to Volkswagen to Wells Fargo follow the pattern of gradual escalation, displacement of responsibility, and advantageous comparison that Bandura described.

Understanding these mechanisms does not make you immune to them. But it does make you more likely to recognize the conditions under which your own moral judgment is most vulnerable -- and to build or seek out the structural protections that compensate for the limitations of individual character.

The most important lesson of this research is not that people are bad. It is that people are weaker than they think -- and that the design of institutions, organizations, and cultures matters more for moral outcomes than the character of the individuals within them.
